Safari Handoff glitch between iPhone 17 and iPad

Handoff of Safari is glitchy between my iPhone 17 and iPad 10. Although the iPad’s Safari handoffs at the bottom of App Switcher, the iPhone’s Safari doesn’t handoff at the end of the iPad’s Dock. Workaround is to go to iPad’s settings and turn on (and then off) “Show Suggested and Recent Apps in Dock” (go to Settings>Home Screen & App Library>Newly Downloaded Apps). Please let me know if there’s a way to fix the glitch and avoid the need for working around it.
