Safari 26 (Tahoe) crashes when trying to customize the toolbar

Safari 26 (Tahoe) crashes when trying to customize the toolbar.

Right-click the toolbar to select "Customize Toolbar..."
Toolbar customization UI appears
Drag the Download icon (downwards arrow in the circle) from its current slot at the right of the bubble to the far right of the flexible space...
...as soon as I let go of the icon Safari crashes before clicking Done.

This is happening 100% of the time.
