My Sons phone and apple account (8yrs old) is not connecting to the Family storage plan

My sons account registed and setup on apple is not linking to the cloud+ storage account I have shared with him, on the famliy setup it is showing as shared with him but it is not working. The service is showing as available to him in the famliy sharing portal but not working please help
