apple developer an unknown error occurred ventura 2025

I am trying to enroll as individual but I am getting "an unknown error", can someone help?

MacBook Pro 13″, macOS 13.7

I tried all that are mentioned in the link, the only doubt that I have old macbook pro 2017, OS Ventura "not the latest" as apple doesn't support to update.
