iOS messed up Content & Privacy Restrictions - Parental Controls

Soon after my daughter downloaded iOS 26, almost half of her apps disappeared. She went to the App Store to try to re-download them and got a message saying she can’t download it due to restrictions enabled. When I turn “Content & Privacy Restrictions” off under “Screen Time”, the apps reappear. This defeats the purpose of having Parental Controls. iOS is blocking something when this feature is turned on. Help please!
