iPhone contact photo alignment and resizing feature missing in iOS 17.6

I have attempted for hours to add a photo to a contact on my iphone (iPhone 13 Pro with iOS 17.6). When the instructions direct to add a particular photo, I add the photo. The photo is inevitably the wrong size (i.e., too big). The next step is to align and size the photo. This is impossible because the step that shows up on my iphone the following step: Choose a color filter. Since I never get the opportunity to align and resize the photo I want to add, the feature that supposedly allows one to add a photo to an iphone contact is useless. Why has this never been addressed? Can it be that I am the only iphone user out of millions that encounters this barrier?
