So I used Apple Pay/cash to transfer/send money to someone Apple Cash took that money from my debt card but each time I kept sending money I would get a notification/message that it was refunded, The money is on hold in my bank account, just wondering, will the money go back to my bank account or Apple Cash? As well as how long will it take? Or did I get scammed??

Nothing in that message looks legitimate since the sending mail server is a gmail account. Anyone can create those using any name they wish. I could certainly see where a scammer would send messages like that in an attempt to get you to continue and send money to them.
Apple recommends to only send cash to someone you know, and I suspect that is not the case here.
