Screen time blocks websites, even on allowed apps

I added screen time settings on my child’s iPad, but I still want him to be able to access any websites on his browser, especially for his schoolwork. But for some reason, screen time will block all websites during downtime, even if the browser is added to always allowed. How do I change this? iOS 26 update and on iPad Air 11-inch, by the way.
