If not, then on what device did you intend to watch Apple TV content?
The region for content Store and App Store is linked to the region for your Apple Account. That is not a device setting.
The Apple TV box has language settings (including Dutch) and also a region setting for the device (including Netherlands). Change the language or region on Apple TV - Apple Support
The time zone is either automatic from the network, or else referred from a selected city (e.g. Amsterdam) that is somewhat close to your geolocation (same time zone).
