Safari can't open a website due to network connection loss on iPad

I’ve already tried all of the troubleshooting options that I’ve found in similar discussion questions but nothing works. The site that won’t load is scratch.mit.edu

In case you’re wondering, I have been able to load this site before and have no idea why it’s suddenly not working now.
