After selecting "Settings", The "Personal Hotspot" option is dulled-out and no longer selectable. It has always worked before iOS26. How can I fix this?

Check with your carrier. I believe that whether to enable the Personal Hotspot option is under their control. Wild guess: perhaps they need to push out new carrier settings for iOS 26.
had same issue buddy, outgoing calls and mobile data wasn't working too
flipping the sim on the SIM card tray worked for me
I have it enabled, and my MacBook Pro can see my phone as a hotspot option, but it doesn't work - the phone has mobile data, and all the network-based stuff works, but the Mac can't get any internet through the phone. Same problem when I physically plug the phone into the Mac.
