Can a 23-year-old participate in Apple One Family Plan while living separately?
My daughter is 23 years old, can she participate in the family plan if she resides in a different home?

Yes. Family Sharing is not restricted to the same household or by age.
The only limitation, is all members must have an Apple Account set to the same country / region.
If they are not set to the same country. they won't even be able to be added to the Family Sharing group.
