A. iPadOS: For starters, note that iPads use iPadOS; not iOS.

B. Toggle on the Keychain:

See if Keychain is toggled off in iCloud Settings. If so, then toggle it off, and then toggle it back on.

1. Go to: Settings
2. Tap: your name (top item)
3. Tap: See All
4. Tap: Passwords & Keychain
5. Toggle On: Sync this iPad

C. Report this to Apple:
