Unable to sync new iPad with old iPad's iCloud account

So I had an a few models old ipad. I lost it. I bought a new ipad I am trying to set it up with the old ipad icloud account. I only use this account on the ipad but I could not remember the password. I finally got it reset. I've set up the new ipad and logged in with my icloud accout but it will not sync. It shows: send code to your other apple device. I did but I never receive it. The ipad and the iphone are different icloud accounts. I'm thinking the code is being sent to the other ipad I lost. I'm stuck like chuck. Only thing I can think of is setting up the ipad from scratch.
