Difficulty with viewing files in iCloud or on my Apple device

Why do you have to screw around with things that are not broken? Viewing or opening file documents either in cloud or on device seems impossible, variable or difficult. Why. I only want to open documents like insurance policies. Why have you made it so difficult.
