2 iPhones on 1 iCloud, how to stop contacts favorites syncing between

I have 2 iPhones on my iCloud account (personal & work) since updating to ios26 my favourites contacts keep syncing between the 2. I have contacts on iCloud turned off and can not find anything else that would make this happen.

Any help is appreciated
