Apple Family Sharing: Charging both individual and shared plans

I have recently switched to the family plan and I added my husband. However, apple is still charging him separately for his individual plan and still charging me for my sharing plan. What should I do to ensure he does not have to pay the individual plan anymore. How do I link the two accounts ? And does Apple offer refunds?
