i cannot log into iCal or iCloud as the terms and conditions are in a foreign language

On a PC, (I have 3 macs but need this PC as well) i cannot log into iCal or iCloud as the terms and conditions are in a foreign language.

Have I been hacked, I cannot finy recent info re this

Windows, Windows 11 (26100)
