Using Apple Maps on an iPad via an iPhone hotspot

I have an iPad 5th Gen (wifi only). When out and about, I connect the iPad to the hotspot of an iPhone SE 2nd Gen.

On the iPhone, Spoken Directions are enabled. When using Maps on the iPhone I hear the directions just fine.

When using Maps on the iPad, however, only the route information is displayed. None of the Spoken Directions play. I can find no option to turn them on or off.

What gives?
