Unable to use Numbers after upgrading to macOS 13.7.8

I have a 13 inch Macbook Pro 2017 running OS 13.7.8 and there doesn't seem to be an option to upgrade to Mac OS 14. It seems that numbers doesn't work. it shows the window "reopen - repot - ignore" while trying to open a file. After reopening the window "reopen" shows up again. When I go to reinstall it through the App Store, I get a message saying the purchase cannot be completed because Mac OS 14 is required. I tried to follow the advice i've found on the apple support community: Press cmd+0 (zero) to open the Purchased panel, and if Numbers is there with a blue cloud download icon, select that. Do not Cancel any subsequent dialog. The blue icon says open - i opened and the situation repeated. Should i try to delete numbers first from the mac? thank you at advance.
