Missing attachments in iCloud Notes on multiple Apple devices

This is an old problem for Apple and I've ignored it for years. Some found missing attachments (images) on icloud.com but mine are missing there too.

I assume I won't get back the ones that are long missing but is there a way to prevent this from happening. I use iCloud for Documents and Notes among others on two computers and an iPhone.

PS. It's not an iPhone 17 Pro yet, only a 13.
