Family iCloud- Screen-time centrally managed. Keeps turning off on random devices

I have 5 iPads (for my kids) with Screen Time set to “Share Across Devices.” I created the PIN and policies, with downtime set from 9 PM–8 AM. It worked fine for months, but recently one or more devices (iPads and iPhones) keep disabling “Share Across Devices,” which turns off the Screen Time schedule.

No one else knows the PIN, and I get alerts when it’s used—yet the setting still changes itself. To confirm, I changed the PIN, left the device on my desk, and within minutes it disabled itself again.

All devices are updated and I’ve confirmed there are no unknown devices. When I re-enable Screen Time, it sometimes locks immediately—even at the wrong time (e.g., 6 PM instead of 9:30 PM). The same resets happen whether I manage from iPhone or Mac.

How can I stop Screen Time from glitching and resetting itself? And definitely, if it's not during scheduled downtime on that device is it locking everything up saying downtime.
