Best way to copy all photos and videos to PC?

So I had a thought that I might want to have a copy of all my photos and videos on my pc (windows). Right now I have optimize storage on for photos so they are in icloud. I tried downloading in 1000 file batches off od icloud website but the videos are downloaded in 720p instead of 4k, not sure if picture quality is also reduced.

Another way I saw was using the icloud app on windows and turning on iclod photos to have them sync and save that way but they would save into the default photos folder on the PC, if I want to have them in another drive I would need to either copy/move them or set up a junction where they would save on the secondary drive. I done this way, any pictures I modify/delete on my PC would that also transfer over to the icloud saved one or would it remain the same over there? Is there an easier way?
