If you dont use it often this can be weird. Have you tried to force restart it to see if the issues persist
Without more information as to your actual usage - and the battery performance that you observe - it is difficult to provide definitive information as to whether or not you are experiencing unusual behaviour.
Different Apps and processes have different CPU/GPU demands when running - and battery utilisation will reflect this. With moderate screen brightness (~30-40%) you might typically anticipate seeing 8-15% battery depletion for each hour of active use. Overnight, when idle (but running normal background tasks), you might reasonably expect to observe 10% battery use.
If your iPad is not operating as expected, try a forced-restart - as this will often clear an isolated software issue:
