Cursor snaps to clickable items on search engine websites on MacBook Pro (macOS Ventura)

First: This is a school MacBook so I do not have a lot of options, I can't reset it, shut it down, update it, or anything that could potentially harm it in any way.

Anyways here are some more details. My cursor does not snap to anything anywhere else on it. Including apps, desktop screen, files, Safari home page, top bar, etc. This is only an issue when I am on google, chrome and other search engines and their websites. There is a possibility it’s just a google setting but I can’t find any settings that have a feature like that. What I’m asking is if this is a MacBook thing and if it could be turned off. So far I have gone through every inch of settings and can’t find a single toggle that might control this. Even on google/chrome as I said earlier.

This might be stupid but I’m asking Google the same question, I am just trying to isolate where the issue might be.
