Why will it not let me transfer music I have in iTunes to Apple Music. The original iTunes is on an older Mac but I'm unable to move to new mac book air. Any suggestions?

The difference between Sequoia and whatever pre-Catalina version of macOS you were running on the old Mac may be too great to allow importing the library directly.
You may have to tell Music to Import the individual songs, and point it at folders within a copy of your iTunes library. Note that if you have a very large library, and try to import all of the songs at once, Music may fail to copy them all – leaving you with a lot of holes in your library. That happened to me, and I fixed it by going back and doing a number of imports of individual albums or small batches of albums.
