iCloud photos syncing stuck on iPhone

I turned on icloud photos yesterday to get some space on my iPhone and there was 3000 or something items and it was going smoothly until it got down to 2 items left. It’s been syncing those 2 items for 8 hours now and they still aren’t synced. Any help on why this is or how to fix
