Non-profit Apple business manager without DUNS number

We are a small non profit organization and have a number of ipads for our program youth to utilize. We are wanting to link the ipads to one central business Apple ID but the verification is asking for a DUNS number. As of 2022 it is my understanding that non-profits no longer need to get a DUNS number. How do I go about getting our organization verified to move forward with a business apple ID account?
