Why does Target Display work between my 2012 iMac & one MBPro, but not this same-year-model one?

The connection works perfectly fine with the 2.4GHz/32Gb, but doesn't work with the 2.3 GHz/64Gb model - can someone help me to understand why? (I'm aware that the OS isn't supposed to be compatible, but why then on one & not the other?? Is it just hit & miss?)

[I should mention that all of the C ports have been tried on the MBP & are fine - a VGA monitor to C works.]

Target Display Mode has been dead since 2014, over a decade ago. Please carefully read Target Display Mode to learn what will work in Target Display Mode, a 2019 MBP is NOT a supported device!!!!!!!!!!!!!!!!!!!

Actually, a 2019 MacBook Pro is a supported video source … when running Catalina.

Not that it would make a lot of sense to stay on Catalina, and spend $80+ for Thunderbolt connection hardware, just to reuse an old 21.5" 1920x1080 or 27" 2560x1440 iMac display.
