GPS uses satellites always. It's how it works. The Apple Watch uses satellites for GPS positioning since its inception.

If your iPhone is nearby, the Apple Watch will ask the iPhone to get GPS information, because the iPhone has a bigger battery.


If your iPhone is not nearby, and you have a cellular Apple Watch, it will get location “Seed” information from the nearby cell towers, which makes calculating GPS location from the Satellites data faster and less power hungry. But the Satellites are still used.


Your iPhone also takes advantage of cell tower location “Seed” information.
