jumpy video with tiny horizontal lines in all apple tv app subscriptions

for the past few days, anything i watch on apple tv, amc+ on apple tv, or paramount plus on apple tv, the video is super weird and jumpy.

weirdly, my rentals and purchases do not display the issue.

i have tried:

• a different device
• different wifi network
• adjusting the video quality on my apple tv
• a tv that does not use an apple tv

it persists in every scenario. what could be causing this?
