How can I fix intermittent "snow" or "static" on Apple TV 4K?

I can't watch TV. Your device keeps doing this. You guys know exactly what it is, yet you don't seem to be able to provide a solution. Any responses from the community?

not something I've experienced or heard others write about here before

suppose it was it me then my troubleshooting steps would be

try another hdmi port in the tv
try another hdmi cable
test is static also appeared on other devices connected by hdmi
test the appletv with another tv to verify it's not a tv thing
