If you continue to have a problem I would first call AppleCare ( AppleCare Contact Info ) or you can take it into an Apple Authorized Service Provider to be serviced.
Have you only had this happen once, or are you saying it's happening all the time?
That segmented progress bar usually indicates the Mac is restoring from its sleep image, which is how it boots to the exact state it was in during your previous session. I've seen this more often on Mac notebooks, but I presume it's the same for the Mac mini. Did it unexpectedly shut down or possibly lose power prior to you restarting it when you saw this screen?
It does start-up all the way. Hard to get it to wake up after sleep and then this odd start up screen sits there for many minutes.
Started doing this occasionally, but now it's all the time. It doesn't act or look like a progress bar. It just sits there with no updates.
