Can I restore notes from a previous iCloud backup?

I recently went to access some notes I had last accessed in approx. November / December 2024, only to find that all my notes from 2023 and 2024 were not there, I have notes from previous years (and this year) that are still appearing (saved to the phone) but not from those two years specifically. I have had the Icloud backup turned on (with notes toggled on) but on my Icloud account no notes come up, therefore I cannot restore my notes from Icloud as it's saying they were never there. My last Icloud back up was done yesterday but after reading the threads online it appears this issue may have stemmed from an update in November 2024, which is where my notes have disappeared from. Additional considerations:

• My last laptop back-up was from mid 2023, but I'm mostly after the notes I have from 2024, restoring the phone to this version will miss out on the notes i really need.
• My mail account (hotmail/outlook) has been toggled on to store notes, but no notes come up in those mail folders
• I have not accidentally deleted the notes (recently deleted has also been checked)

I am extremely disappointed in what I've come to find out from Apple, after paying $15 a month for the past few years i have now lost extremely important personal information that is unlikely recoverable. If anyone has a suggestion of what I could do to recover the notes from these lost years, please let me know.
