Was this a phone that was lost or stolen? Apple does not send emails. What you got was a scam email.

Beware of a common phishing scam: You may get a text or email from “Apple” or “Apple Security” (or sometimes “Police”) saying your phone has been found and to click on a link to see its location. This is NEVER from Apple or from law enforcement; it is from the thief or fence to steal your Apple ID and identity. Delete any such message without responding to it. Apple never gets involved in lost or stolen devices→Recognize and avoid social engineering schemes including phishing messages, phony support calls, and other scams

My understanding is that you can log into iCloud, on the Web, and cancel a pending Erase request. Don't log in or provide your credentials in response to, or using any link that you might find, in a message. For all you know, that message could be from criminals who would use fraudulently-obtained credentials for no good.

If the phone hasn't learned of the Erase request yet, and it doesn't have an Internet connection (e.g., because it is turned off), you can cancel the request.

If the phone has learned of the request, there is no way to take the request back. Any data on that phone is gone. Your only hope would be that you had previously stored that data in places outside of the phone (iCloud backups, iCloud synchronization, etc.).

Once the erase process has been initialized, there is no way to pause or cancel it—Apple designed it as an irreversible command for security reasons. If you physically have the device with you, then it’s puzzling who might have triggered the erase remotely. Could the device have been placed in Lost Mode at some point? If so, try disabling Lost Mode from iCloud or the Find My app and check whether that gives you the option to stop or prevent the erase from completing.

If you are the owner or the owner has shared all information with you then to open Activation Lock:- If it is Activation locked, read here --> Turn off Activation Lock - Apple Support Activation Lock for iPhone, iPad, and iPod touch - Apple Support

If you are not the owner and do not have the Apple ID and Password then there is no way that you can get into this iPhone unless the original owner shares the Apple ID and password with you. If you are lucky you can get into this iPhone if they (owner) accidentally remove the device from their Apple ID.
