Missing cellular option on Apple Watch SE Series 2 GPS+Cellular

Why don't I have CELLULAR option on my Apple watch app. I have paired up my cellphone with Apple Watch SE (series2 GPS+Cellular) for a family member (my child) and no cellular option appears. I am stock and I am unable to connect with the carrier.
