My iPhone 11 won’t sync my iCloud videos or photos?

ISSUE: I noticed my sync was turned off for iCloud. When I went to turn it on, it was working fine for a few hours. Now it’s been stuck on “syncing one photo” for A MONTH. I have good Wi-Fi, data and an updated phone. I have good phone storage so I don’t know what the issue is? Yes, I have a lot of photos and videos but I don’t think it take a month to sync them. Especially with it stuck at 1 photo or video being synced.
