FaceID is disable and my stolen device protection it turn on to always

My device got in contact with water, my faceID was disable, i live in southern part of Nigerian and no apple authorize repairer around, now i can't do most things on my device because my stolen device protection is turn on and in always. i have updated the device still not working. i am writing to seek help on what action to take next. thank you.
