Missing contacts and notes after automatic update on iPhone

I have lost nearly all, but not all, of my contacts. I have also lost all of my notes that I have saved. Everything was backed up to the cloud. This happened after a recent update that was automatic. No other issues.

What does “backed up” mean exactly?

Do you house your Contacts and Notes in iCloud? If so, do you have sufficient iCloud storage?
Do you house your Contacts and Notes somewhere else (that you could name if necessary) and think they’re included in an iOS backup? If so, walk us through the scenario you performed to restore this iCloud backup.
