How do I recover my photos and videos using iCloud on my new iPhone?

Please help me because my iphone 14 pro max felt into the sea and I cant use my phone. I ordered a new phone (16 pro) and I need my photos and my videos. I have an icloud+ and I cant use that because I need to verificate myself in 2 steps and the 2nd is use my iphone but it isnt working. How can I download my photos and videos? And how can I use my icloud profile on my new phone?
