Dock icons and status bar not working

I updated my MacBook to Sequoia 15.6.1 and now I am unable to use my external bluetooth keyboard, which is imperative to how I work between my iPad and my laptop. The status bar the top will not let me click bluetooth, wifi etc. My dock icons open Finder and does not just open the application. This is extremely frustrating. Is anyone else having this issue? What have you done to try to troubleshoot? I tried command + spacebar, typing Terminal and then typing "killall Dock" to reset the icons, which it does but they still open Finder.

re: menu bar

if your external keyboard is not working as expected—

Unpair the device and add it back in.

Connect a Bluetooth device with your Mac

Set up your Magic Keyboard, Magic Mouse, or ...

I would simply try the built in Trackpad/Keyboard and the functionality of the macOS and your MBP— if all is working as expected then re-pair your un-named external keyboard...and compare your results.

The current stable release of Sequoia including bug fixes, security updates is macOS 15.6.1

I have already done the unpair and pair troubleshooting. I’ve done all the restarts, shut downs. All the basic things.
