screen mirroring works but airplay does not

I moved to a new home and it’s going to take 10 days for use to get the internet hooked up. I have a router that has a network I can connect to but my problem doesn’t seem to care if both my phone and my Apple TV are in the same network or both disconnected.

i can Screen Mirror from my phone or iPad just fine. Then when I start a video and it switches to Airplay I get a permanent loading circle.
