iPad not syncing iCloud contacts after signing out and back in

I have a new MacBook Pro running the latest software system. I have a new iPad running the latest operating system. I have an iPhone 13 running the latest system. My MacBook and my phone are syncing my iCloud contacts. But my iPad is not. I found a closed conversation, that had some good steps to take to fix this. But nothing worked. The last thing I did was sign out of my iCloud on my iPad, I didn’t save a copy of anything. And then I resigned in to iCloud on my iPad. Still no syncing of contacts. Now my iPad doesn’t even show my iCloud contact list.
