AirPods Orange light flashing then turning to black
My AirPods when opened the light turns off but it flashes then the light goes black

Yes, that's normal. No, it doesn't mean the battery is low in either the case or the AirPods themselves.
Brief / steady amber / orange is fine, and means less than fully charged.
Flashing amber / orange usually means an unrecoverable error.

When you take the AirPods out of the case, the light flashes once and then turns off. I'm seeing that on both of mine. It's not a continuous flashing.

Correct. Brief / steady is fine. The amber light can also flash continuously, which is a different condition.
Fully charged?
I think that means its low on battery.
