Unexpected high charges for pressing a blue phone symbol in Apple Maps on iPad

Long story warning!

I was searching for the contact details of a local gym on my iPad via Safari. I scrolled down and the details came up on Applemaps. There was a blue phone symbol so I pressed it. Unbeknown to me this was a premium rate number 0870. There was no warning of the cost. The call went through to an answer phone. I closed the iPad waited 10 -15 mins and then pressed the symbol again, again it went straight to an answer machine.

I closed the iPad.

The next day Vodafone texted me to say my phone had been blocked since I had exceeded my usage plan. Long story short I have been billed £720 for the calls. Vodafone say it’s my fault, but there was no indication this was a premium rate call. Also according to my bill both calls were made exactly the same time, how can this happen? Also for the same length of time. There’s no record on my phone log, I guess because it was via iPad? My iPad doesn’t have a SIM card. It looks like someone has adopted the gym’s contact details. I have told them, but of course they’re not concerned. Has this happened to anyone before? In UK and any info or help would be greatly appreciated.
