Lock Screen customization not working on iPad 9th gen

I have ipad 9th gen and i have updated it to the most recent ios however im still unable to add widgets or customise my lockscreen when i press and hold on the lockscreen nothing happens and i cant even find the options in the settings > wallpaper area. Can this be because of my older model if not how can i fix it ?
