Ipod Shuffle 2nd Gen not Functioning

I have a proper powered charger for the iPod Shuffle which flashes three orange lights when I plug it to charge. The issue arises when I remove it and try to turn it on no light comes on which I believe means it will not hold a charge or has no charge? I have tried plugging it into a computer with an updated iTunes to attempt to connect it or reset it but I am getting a "device not recognized" error. I am unable to reset it because I have a 64bit OS and the software reset provided on Apple's support is only for 32 bit. I am also unable to switch it to run as storage. I am unsure of what to do next as it may be a battery issue or a software issue.
