iCloud App for Windows missing Calendar and Contacts sync option

I am setting up a new Windows computer that came with the New Outlook preinstalled. Instead of using New Outlook I have downloaded Classic Outlook through 365 and uninstalled New Outlook. I confirmed the iCloud add-in is activated in Outlook. I then downloaded the iCloud for Windows app to try and enable Calendar and Contacts sync with Outlook. However, the Calendar and Contacts sync option is not listed on the iCloud app. How do I get this to show up in the iCloud app so I can sync my iCloud contacts to Outlook? Or, is there another way to sync my iCloud contacts with Outlook?
