My photos app says I haven’t optimized my library yet. It has been stuck on 35% for several days. I have tried restarting my phone many times and make sure to plug it in. I have tried everything I can think of. My phone (16) keeps telling me to optimize my library but I can’t.

What does it say when you tap the ID icon ?
How much free storage do you have in your iPhone? How much in iCloud?
Have you tried a forced restart?

This is different from a simple Power Off. I had to continue holding the button down past the "slide to power off" message, and then I released the button only after the Apple Logo appeared indicating a re-start.
I have just under 2 TB available to download to iCloud and I have 38 of 128 GB used. I haven’t tried force restarting
When you do check, let us know "What does it say when you tap the ID icon ?" and what happens with a Forced restart.
