iPhone Live Photos on Win11 how to import back to iCloud?

Before using iCloud, I have many “live” photos which were downloaded to Windows. They play like short videos on Windows. I’d like to put them on iCloud. They have the .MOV file structure on Windows. But iCloud.com on Windows will not allow uploads of movies? They can’t be upload to iCloud as pics either. Any ideas how I might be able to do this?
